In 1869, Thomas was elected to the Tennessee State Legislature, becoming one of the first African Americans to serve in a southern state government. He tirelessly championed legislation to improve the lives of his constituents and promote racial justice.

Beyond his political activism, Thomas dedicated his life to preserving the history and culture of African Americans. He co-founded the Nashville Colored Man's Business League, a business organization that promoted economic self-sufficiency among black entrepreneurs.
